A ROM chip is an integrated circuit (a chip) found on the main circuit board of your computer. It contains a large part of the Mac OS (actually stored in the chip's memory). Without it, your Mac cannot start.
The chips that you have on your main circuit board come from different batches. They are incompatible with each other.
What to do
Replace the ROMs with ones that are designed to work with each other.
